Is this Ikioi?

This has puzzled me for the last few weeks. It looks like Ikioi but I’m not sure. Is the gesture from the Kesho mawashi ceremony? Half of me wants to think it’s Hakuho doing the dohyo-iri…but it looks like Ikioi.
